Are the hands of 500705 made by blue steel of just painted?

Does anyone know whether the hands of IW500705 are made by blue steel or just by painting?

Blueing is a specific process of heat treating the metal that turns the hands blue. There are articles in the Forum archives and can be found by googling to see how it is done. They are not painted.
