Welcome to the Forum,
I assume that "1219583" is the case number and using Date your IWC the case was produced in 1950 of after. If you have the movement number the above program will identify the production date and the calibre of the movement.
The "109" is probably inside the mark of a hammer head and using Solving the case, the case was made by Oreade, Manufacture de boites SA.

you can see the "109" in the hammer head mentioned earlier
Using Date you IWC the calibre 89 movement was produced in 1949 and the case most likely in 1951.
I suspect the watch is a Ref 383 and the measurements will tell. The reference number is not related to the dial but the case dimensions and style, the type of lugs and the movement.
After all these years a service by a competent watch maker would be good for the movement. Personally I'd remove the bracelet and add a nice tan/brown strap.

yes i dont care for the braclet at all for any watch!! Its been sitting in his closet for a long while now. any idea where i could get a vintage strap? I will get back to you about the dimensions.
