You have inherited a 1950s IWC Cal 89 wristwatch.
Was the previous owner a smoker? I believe the stains on the dial are nicotine and degraded varnish from moisture.
The movement will definitely need a service!
I don’t think the dial can be successfully cleaned without causing damage.
You have two choices:
1. Have it serviced and Enjoy the watch as-is in memory of the person you inherited it from.
2. Send it to Schaffhausen for a service and Spa treatment. The dial will be replaced with a similar new one.
Make sure you ask for the replaced dial back!

bars is most likely not of IWC origin.
