Whose cuff links were those or are they available in all good White House souvenir shops?
A current President of the United States apparently is ill-advised these days wearing a luxury watch, he must show that he is one of the common people, so a matter-of-fact tool watch, preferably American, is the best. However, a former President can wear what he likes, and he can start to afford an expensive luxury watch too, as payment after the presidency is considerably better. But I would envisage a small, thin, yellow gold watch on such a wrist, stating that he has seen it all and settles for the essential and elegant. A plain Patek Philippe Calatrava comes to my mind.

Winders or not?

Precious Metal or SS?
Dick, having just had an election in the UK. Her Majesty's Government is in a position to declare
It is strapped for cash
They don't like winders
They prefer things Inhouse especially dirty laundry
With a great chunk of the UK gold reserves sold off by Gordon Brown it's best to keep things SS as in solid state, so stainless steel will have to wait.
POTUS may have a different policy.
